COVID-19: Emotional blindness of government in time of crisis

Abstract

Since the appearance of Covid-19, not only has the number of infections increased but also behaviors of an irrational nature and emotional blindness have been observed in developing countries. The objective of this research is to analyze this behavior in the decision-making process through qualitative research with an explanatory methodology and with a sample in Mexico. With the application of complex fractal system models (exact sciences), evolutionary maturity (biological sciences), and administrative theories (social sciences); It is concluded that Mexico is proactively facing the pandemic, which does not correspond to its economic reality.

Author Biographies

Hideo Taniguchi, Universidad Nacional Autónoma de México

Hideo Taniguchi is Mexican by marriage, Brazilian by birth and Japanese heritage. He lives in Mexico since 2000, also he has living experience in Japan and Brazil. 

He is doing a postdoctoral fellowship program in Economic Development with the School of Economy at UNAM (Universidad Nacional Autonoma de Mexico). Also, he is working as project manager and researcher in a project named Public Investment Productivity Project PAPIIT (Programa de Apoyo a Proyectos de Investigacion e Innovacion Tecnologica), with three publications in scientific journals and one book chapter. 

His current research is oriented to investment and economic development of governments looking for social equality in their population. He works with complex systems using maturity models and fractal’s clusters in order to identify the key performance incentives to improve the development. He has been participated as speaker in national and international symposia and seminars to spread the application of string theory basis to make cluster of fractals that can be used to analysis the social behavior. 

He holds a PhD in Science of Business graduated with Summa Cum Laude at UNAM, a Master in Information Technology Business graduated with Magna Cum laude at ITAM (Instituto Nacional Autonomo de Mexico), Certification as PMP (Project Management Professional) by PMI (Project Management Institute), and Specialization Diploma in Marketing and Finance at ITAM. Also, he owns a Master in Global Management at TU (Tulane University), Master in International Management at ITAM, Master in Business Administration at ITAM, Master in Telecommunications at TMSP (Telecom & Management SudParis), and B.S. in Electrical Engineering.  

Since 2009 he is working as professor for postgraduate diploma in Project Management at UNAM’s Continuing Education Network for Faculties of Engineering, Architecture, and Information Technology. Also, since 2013 he is working as postgraduate professor for Master in Finance at UNAM. He is counseling students in their dissertation thesis for PhD in Science of Business, and Master in Finance. 

He has professional experience as Director of Information Technology, Project Lead, Project Manager, business owner, and engineer.  

   

Arturo Morales Castro, Universidad Nacional Autónoma de México, Facultad de Contaduría y Administración

Licenciado  en  Economía   y  Maestro  en   Finanzas,  por  la   Universidad Nacional Autónoma de México (UNAM), diplomado en Asesor en Educación a Distancia en la Universidad La SALLE (ULSA)  y realizo estudios en la  Asociación Mexicana de Intermediarios Bursátiles (AMIB),  la Bolsa Mexicana Valores (BMV), y en el Mercado de  Derivados (MexDer). En 2009 obtuvo el Doctorado en Ciencias de la Administración en la Facultad de Contaduría y Administración de la UNAM e ingreso al Sistema Nacional de Investigadores con el nombramiento de INVESTIGADOR NACIONAL NIVEL I en el año 2014.Es Catedrático de Licenciatura, Maestría y Doctorado  en el área de Finanzas de la Facultad de Contaduría y Administración de la UNAM desde hace  23 años.En el Programa de Actualización Académica para Profesores, en coordinación con la Dirección General de Asuntos de Personal Académico (DGAPA) ha participado como expositor desde 1998 a la fecha, y ha sido designado sinodal del jurado de examen profesional de aproximadamente 100 estudiantes que aspiran a obtener el título de licenciatura, 200 que aspiran a obtener el grado de maestría, y 10 que aspiran obtener el grado de Doctorado.Ha obtenido múltiples reconocimientos, entre los que destaca el premio nacional de tesis y trabajos de investigación otorgado por  ANFECA, así como la cátedra especial Luca Paccioli,  en 2002-2003, 2003-2004 y 2004-2005, que le otorgó el Consejo Técnico de la Facultad de Contaduría y Administración por sus méritos académicos, en el año 2005 obtuvo el  Reconocimiento Distinción Universidad Nacional para Jóvenes Académicos en el área  de Docencia en Ciencias Económico-Administrativas, otorgado por la UNAMEs autor de 4 libros y coautor de 7 libros todos ellos en el área de finanzas.

Es articulista  en las revistas   Adminístrate Hoy, Nuevo Consultorio Fiscal, Prontuario Fiscal, Emprendedores y el  Periódico EL FINANCIERO, EXCÉLSIOR, y EL UNIVERSAL. Por  Internet en la revista electrónica: http://www.emprefiscal.com.mx.

Es  comentarista  económico-financiero en el programa televisivo fiscal.con trasmitido por canal 22, comentarista de radio UNAM, y en televisión ONCE TV.

Profesionalmente se desempeño durante 13 años en  el Grupo Financiero ScotiaBank Inverlat donde ocupo cargos en áreas  de  Front Office, Middle Office y Back Office en  Banca Internacional, Mercado Cambiario y Mercado de Derivados.
