Viabilidad económica, social y financiera de proyectos urbanos frente al desarrollo territorial

La Administración de Bogotá, D.C. se interesa en la determinación de la viabilidad de proyectos urbanos en un ámbito en el que se trata con bienes no mercadeables. La viabilidad de un proyecto urbano se revelará en al menos tres ámbitos: el económico, el social y el financiero. Un proyecto se dirá fuertemente viable si su impacto supone que el beneficio neto de su aplicación es estrictamente positivo dado que es económica, ambiental y financieramente factible; se dirá que el proyecto es débilmente viable, si es viable en al menos una de las tres dimensiones. Una aproximación metodológica que combina microsimulaciones con técnicas de evaluación de tratamientos en la evaluación ex ante de las propuestas de intervención arroja resultados experimentales que sugieren posibles contribuciones de este metodología en la priorización de iniciativas para el desarrollo urbano a la luz de las exigencias normativas de desarrollo territorial.
