Abstract
This article is part of a doctoral thesis whose research problem is located in the decade of the nineties when
began in the countries of South America movements generating political transformation, in Colombia the transformation was translated into a change of proclamation, since Colombia in its constitution ceased to be a State of law to declare itself as a social State of law.
