Abstract

Colombia is one of the countries that has been badly hit by the socioeconomic crisis of Venezuela for some
years now. Manatí (located near Barranquilla at 71 km to the south of the department of Atlántico), is one of
the municipalities that a little less than a decade ago was ravaged by the winter wave that strike a large area
of the Caribbean coast of Colombia, has also been one of the municipalities that has received most migrants
and returnees (Colombians residing in Venezuela) from the neighboring country, sharpening in some way
the pre-existing social problems in it.

In this article, we aim to analyze the problem of international migration, addressing the particular case of
the Venezuelan displaced in Manatí, mainly in relation to education and resolution of their legal situation in
the country, suggesting that, in order to achieve a gradual reduction of the problem, Colombian institutions
must apply procedures to normalize the situation of the migrant and returned population even more flexible,
but also suggesting the need to create an atmosphere of empathy on the part of Colombian society towards
the Venezuelan citizens who come to the country.

Keywords: Migration, returnees, nationalization, standardization.
