Las dificultades para estructurar políticas públicas industriales en Bogotá 1991 – 2012

El desarrollo local, definido en función de la capacidad innovadora de la base productiva y de la estructura empresarial centra sus opciones en la evolución de las capacidades humanas. Por ello es fundamental el impulso industrial desde las políticas públicas, concebidas desde las particularidades territoriales, que respondan a las necesidades y potencialidades del entorno. Desde esta perspectiva la industria requiere de una planeación colectiva que refleje efectivamente las características de la población, potencie sus capacidades y las priorice de modo tal que se consoliden encadenamientos productivos generadores de empleo y valor agregado. Así las políticas industriales pueden surgir como un elemento de compensación ante los efectos que el mercado puede tener sobre el territorio. Esta reflexión se hace a partir de los marcos teóricos y las propuestas de Planeación Distrital en lo referente a los Planes de Desarrollo de Bogotá, D.C. Se observa a partir del análisis documental como el reconocimiento del territorio como factor de desarrollo industrial no ha sido una constante en la planeación distrital y como la planeación industrial se alineó con las propuestas nacionales orientadas a la modernización del aparato productivo como una condición necesaria para enfrentar con éxito la exposición a la competencia externa al margen de la autonomía para la orientación del territorio otorgada a las entidades territoriales por el proceso de descentralización nacional consolidado con la Constitución Política de 1991.
