INVERSIÓN PÚBLICA EN COLOMBIA Y SUS EFECTOS SOBRE EL CRECIMIENTO Y LA CONVERGENCIA DEPARTAMENTAL

Uno de los mecanismos para impulsar el crecimiento económico, y su posible convergencia, a nivel regional se origina en el nexo con la inversión pública. Por ello, la política regional orientada a la provisión de capital público es actualmente la alternativa más utilizada para resolver disparidades territoriales. En este trabajo se examina los efectos de la inversión pública, a partir de las transferencias o asignaciones del presupuesto nacional, sobre el crecimiento económico y la convergencia departamental para Colombia en el periodo 1994 – 2012. Se utilizó la metodología de panel de datos para capturar la heterogeneidad asociada a las características no observables entre los departamentos y el tiempo. Los resultados revelan presencia de convergencia β absoluta y condicional en el periodo analizado; sin embargo, no se evidencia una relación directa de las transferencias dentro del proceso de convergencia departamental para la muestra seleccionada.
