Abstract: This paper aims at to rebuild the social net of farm workers organization, scientific comunity, civil society and politics development for farm workers in Colombia and Latin America, with the proposal of a new conceptual frame, structural methodology, circular economy and farmers indexes for this purpose. These have given grounds for its study, strategic planning and performance development at local municipal level. This proposal is looking after to attend the set of requirements and challenges in current and future time of the domestic and global farm workers development facing globalization impacts and non-adequated government politics in order to protect, structure and empower the culture and economy at domestic level. This structural and strategic focus of farm workers development woul be able to implemente sustainable actions of the “Being, Knowing, Doing” farmers ancestral knowledge at local level. This Project is having support on the circular economy bases and the empowering of productive activities of this type of organization (production, agribusiness industries, agriraw materials, conservation and marketing). In an attempt to optimize investment and intervention (public, private and / or humanitarian aspects), in the search to face the "poverty trap and farm workers marginality" that highly affects this parcel of society in Colombia and Latin America. Finally, the authors present their results here (conceptual-framework, methodological-structure, “circular” economy and farm workers development indices). Hoping they serve as a study, consultancy and farm workers development planning endeavour at municipal level in Colombia and Latin America.
